  • Lagos to introduce monthly and quarterly rent payment options to ease burden on tenants
  • Initiative targets low-income earners struggling with annual rent payments
  • Government engages stakeholders ahead of pilot phase rollout in select areas

The Lagos State Government is set to introduce a monthly and quarterly rent payment system, a move aimed at reducing the financial strain on residents—particularly low-income earners—who find it difficult to make lump-sum annual rent payments.

The initiative was announced by the Commissioner for Housing, Mr. Moruf Akinderu-Fatai, during the 2025 Ministerial Press Briefing held to mark the second year in office of Governor Babajide Sanwo-Olu.

According to Akinderu-Fatai, the planned rent reform builds on the success of the state’s rent-to-own housing scheme, which allows tenants to make an initial five per cent down payment and spread the remaining balance over a ten-year period.

“That initiative was well-received, and its success encouraged us to explore new ways to reduce the pressure of yearly rent payment,” he said.

The commissioner explained that many residents, especially those with modest incomes, continue to struggle with annual rent demands from landlords.

“We believe that monthly or quarterly payment options will give people more breathing space and reduce the stress associated with sourcing lump sums,” he noted.

To ensure the policy’s effectiveness and sustainability, the government is engaging landlords, property developers, and other stakeholders in the real estate sector. Discussions are ongoing to address concerns such as landlord cooperation, payment tracking, and enforcement.

“Of course, there are issues to resolve — things like landlord cooperation, payment tracking and enforcement. But discussions are ongoing and we are listening to all sides,” Akinderu-Fatai stated.

He emphasized the government’s commitment to the plan and disclosed that a pilot phase will soon be launched in selected areas of the state.

“This is not just policy on paper. We are making real progress. We know what this means for many families, and we are determined to make it happen,” he added.
